Only agencies that carried at least a million rides in the baseline year appear, because a recovery percentage computed on a few thousand trips swings wildly and would fill both ends of these tables. An agency can also exceed 100%: some systems, particularly in growing Sun Belt metros, now carry more riders than they did before the pandemic.
